It have been long that many Taiwan women’s sports organizations haven’t been developed so purposely as the international ones. The purpose of this study was trying to understand why two organizations in Taiwan could not be well developed. Document analysis was used to understand the organization’s purpose, contents, and the ways of their establishment. In the study, the development of National Society Of Physical Education Of The Republic Of China and Taiwan Association of Women’s Sports (TAWS) between 1982 to 2007 were compared. The results show: 1. The Woman’s Sports Organization, one branch under National Society Of Physical Education Of The Republic Of China was established in May, 1982 and ended in 1999. The purpose of this organization was sports development and sports-related academic research promotion. Chang Li-zhu had been served as the first and the last chairman of this committee during that period, and Liao Yo-ya served as the chairman of the committee for the other times. Most of the activities held by the organization during that period of time were rhythm-dance workshops and sports conferences. Most Taiwan women’s sports organizations were established relatively later, and so was this one. However, because of insufficient funding, most of them couldn’t operate and work continuously. After the publication of the book “Women’s Sports”, Woman’s Sports Organization haven’t conducted any other activities ever since. 2. Taiwan Association of Women’s Sports was established on April 30, 2005 and ended in 2007, Xiao Mei-qin and Chi Cheng as the chairmen. “Brighton Declaration”, which was announced in 1994, was the main purpose of this organization. The goal of the organization was to fight for the woman’s right in sports in Taiwan. Most roles this organization were as a cosponsor of many sports activities. Finally, as Xiao Mei-qin ended her service as a legislator, the organization stopped running as well, as a “flash in the pan.”
