自 1980年代起，博物館作為促進文化經濟發展的功能越來越受強調，工具性文化政策的提出，更加深此種觀點。然而，從學界對工具性文化政策的辯論，顯示出此種政策的爭議性，值得深入探討。本文以臺灣「地方文化館計畫」與英國「區域文藝復興計畫」的政策實踐為研究對象，探討工具性在地方博物館政策中的發展脈絡，對博物館功能形成何種轉變與影響，提出博物館如何在工具性文化政策的宰制下，尋求更佳的政治位置，同時工具性文化政策的實施又該因應博物館，採取怎樣的調整。本文分析上述兩計畫之中，地方博物館／文化館對於「文化經濟／再生」目標的實踐，研究發現經濟工具性目標不適用於所有地方博物館／文化館，尤其對小型地方博物館／文化館的發展具有侷限性。此外，推動經濟再生是長時間、跨部門的工作，難以將博物館所做的貢獻連結到真正的經濟產值。然而，工具性目標確實能讓地方博物館／文化館在主流政策議題中突顯出來，因此本文主張應避免多重工具性政策的提出，政策的目標應清楚對應特定的實施對象；同時，屬於博物館本質性的政策需要一併提出，讓博物館有更完整的發展基礎。最終，工具性文化政策與博物館皆能達成目標，表現對社會的負責態度。

Since the early 1980s, the sense that museums could play a role of developing cultural economy emerged among policy-makers and has since become increasingly emphasized. In the meantime, the approaches taken by instrumental cultural policy has fostered this trend. This article addresses current debates around the instrumentalist purposes of cultural policy and explores the practice of instrumental cultural policy and its influences on the functions of local museums. Presenting findings from the policy practices of Local Cultural Museum Project in Taiwan and Renaissance in the Regions in the UK, this article explores the historical context of instrumentalism in cultural policy agenda and the changes and influences that instrumentalism brings to local museums. This article argues that instrumental cultural policy cannot be applied to all local museums and suggests that policy-makers should avoid multi-instrumental cultural policy and adopt intrinsic cultural policy at the same time.
