冷戰末期，美國開始思考冷戰結束後全球戰略環境的發展趨勢，並於1991年頒布《基礎兵力》(The Base Force)評估報告，此為美國第一個針對冷戰結束後的國際局勢、國家安全環境、國防資源、國防戰略與兵力結構所做全面性的評估報告。之後美國防部依《基礎兵力》的基本架構於1993年頒布《通盤總檢討報告》(Report on the Bottom-Up Review)，後經國會立法規定於1997年頒布第一版的《四年期國防總檢討》(Quadrennial Defense Review, QDR)報告，迄今已頒布5次《四年期國防總檢討》報告。而《四年期國防總檢討》報告上承《國家安全戰略》(National Security Strategy, NSS)報告，下啟《國家軍事戰略》(National Military Strategy, NMS)報告，並且與《國防戰略》(National Defense Strategy, NDS)報告並列相同位階的重要戰略指導文件。該報告內容主要分析判斷國家未來安全局勢與發展，並闡述未來四年美軍在國防戰略、國防資源及兵力結構上等重要國防政策指導。
Before the Cold War ended, the United States already started to explore the development trends of global strategic environment for the post-Cold War era. As a result, the Department of Defense released a report on The Base Force in 1991 which was the first overall official review relating to international environment, U.S. military strategy, defense resource, and force structure for the post-Cold War era. Later, based on the foundation of The Base Force report, U.S. DoD issued Report on the Bottom-Up Review in 1993. In 1997, U.S. DoD responded the congress by releasing the first report of the Quadrennial Defense Review. So far, the DoD had issued 5 QDR reports. The QDR is guided by the National Security Strategy report; on the otherhand, it guides the National Military Strategy report, and plays the same role of the National Defense Strategy as an important official document of strategic guidance.
