There are 1800 police personnel were compulsory to deduct their income among these 68,000 police personnel in Taiwan according to the survey that conducted by the National Police Agency in 2012 and the percentage is 26%. Meanwhile, the Taipei City Police Department also conducted the survey for their police personnel and found that there are 81 of them got ethical issues, 83 of them need to be advised and educated, 240 of them need to cut their income compulsory, and 256 of them get financial problem (Taipei City Police Department superintendent's office data , 2012). Debt issues leads to financial pressure and negative emotion for police personnel when they perform their duty and hence easily make them violate the law and discipline. There are some cases occurred 11 years ago such as police kidnapped the whore and sheltered sex industries and this tells the importance of financial issues for the police personnel. Currently, the prosecutors still found some corrupted police personnel selling personal profile and cooperating with debt collectors for their financial benefits. Those corrupted police personnel mostly with mountain of debts and thought of acquiring illegal benefits through their duties and therefore leads to plenty of unethical cases such as they shelter drug dealers, gambling and sex industries, free shareholders in sheltered business, and selling personal profile and so on. This can be concluded that debt issues for police personnel usually come from those who without the idea for properly financial management. Hence, it is an urgent issue of how to negotiate and solve the debt issue for police personnel for keeping the law and discipline of the police personnel. This study is to investigate the issue of financial risk orientation and financial management recognition for the police personnel who have compulsory income-deduction problem and explore their influence in the occurrence of debts. The findings of this study is expected to provide critical references for related organizations to make effective strategy for minimizing the debt ratio of police personnel as well as compulsory income-deduction and law and discipline issues that may cause from this debt issue.
