With Macau’s political and economic development, the governance mode of Macau SAR enters a period of transition. The still existing modes of the micro-government and elite decision in the era of Macau Portuguese Government have caused problems including conservative public decisions and a lack of revolutionary resolve and strength. Traditional social communities and government jointly constitute the unique policy network, whose governance still works but balance is especially needed. Confronted with that, the SAR government must identify the situation and address various problems faced in dealing with transition with a more effective and powerful way to develop a civil society, reform elite decision and re-position the governance mode.
