中小企業在澳門經濟多元化發展的進程中起到了重要作用。為促進本澳中小企業健康持續發展，政府應通過推行科學有效的公共政策，增進中小企業的融資機會和能力。對照所構建的中小企業融資的公共政策效率模型，可以看出政府的效率存在缺失之處。應盡快採取措施，從宏觀和微觀制度兩個層面出台新政策與新舉措以彌補不足。這對於澳門經濟的持續發展無疑具有重大意義。

The efficiency model of SME fundraising demonstrates that governments ought to enhance the fundraising of SMEs through designing both scientific macro-institutions and micro-ones. In terms of the efficiency model, the deficiencies of the public policies of Macau SAR aiming for the fundraising of SMEs have been clearly displayed. Confronted with these problems, the Legislative Assembly of Macau SAR and the Government of Macau SAR should take quick steps to solve them, which is of great significance for the economic diversity in the region.
