This study aims to determine the strategies for cross-strait university cooperation and exchange by using literature review and fuzzy strategy evaluation. The Najam’s 4C model was used to realize the impacts on universities through cooperation, confrontation, complementarity, and co-optation. This study proposes ten most important and feasible strategies for further engaging in cross-strait cooperation and exchange. This study denotes the universities can take advantage from reviewing the suggested barriers and supportive factors for their development.
