Although the safety management of Taiwan mass transportation systems had gradually got on the track in the past 50 years, current study utilizes the tools of Operational Risk Management (ORM) to assess the safety management of those operators in order to create a better, safer and more effective transportation operational environment. In application of ORM, this study explores the potential risk factors that may take place in daily mass transportation operations; and, with assessment of the frequency and severity of the risky occurrences, discovers and evaluates the hidden dangers that may cause life-threatening and property. Conclusions of this study are to construct a crisis management methodology to resolve the safety issues in a timely manner for a safer mass transportation environment.
