中共近幾年一直我國周遭海域實施海空軍演習，對我國家安全造成非常
大的影響，然除國防安全外，我國又是海上交通要道，若臺灣海峽不穩定及
其自由航行權受限制，則勢必影響整個印太地區的繁榮與發展，對美日兩國
政經發展甚鉅。因此若從美日國家利益解讀，有鑑於《美日安保條約》外擴
解釋至釣魚臺列嶼上，本文認為在類似條件狀況下，美日極有可能藉由《美
日安保條約》的外擴解釋，兼及至臺灣海峽自由航行權之確保，如此解讀方
式不僅符合美日國家利益的政治判斷，同時亦在《美日安保條約》的適用範
圍內。

In recent years, the CCP has been conducting joint sea-air exercises in the
sea surrounding our country, which have had a great impact on our national
security. However, in addition to national defense and security, our country is also
an important town for foundry manufacturing. The Taiwan Strait is an important
maritime traffic route. The instability of the Strait and the restricted access rights
will inevitably affect the prosperity and development of the entire Indo-Pacific
region, and will greatly affect the political and economic development of the United
States and Japan. Therefore, from the perspective of the national interests of the
United States and Japan, in view of the interpretation of the “U.S.-Japan Security
Treaty” extended to the Diaoyutai Islands, this article believes that under similar
conditions, the United States and Japan are most likely to use the “U.S.-Japan
Security Treaty” to expand. Interpretation, as well as the assurance of the right of
Freedom of Navigation through the Taiwan Strait, this way of interpretation not
only conforms to the political judgment of the US and Japan’s national interests,
but also falls within the scope of application of the “U.S.-Japan Security Treaty”.
