天母地區為台北市近郊較為繁榮的住宅區，社區內有教學醫院，大學，高中及國中和國中，有商業街和其他休閒場所，原住居民為經濟水準較高之高齡人口，由於美國學校和日僑學校在社區中亦有美國各日本人口而最近地價高漲，新移人口則以年輕較高收入和雙生涯家庭為主，由於人口激增，人口結構複雜，交通與治安問題嚴重，亦有老人褔利和兒童及少年褔利之需求。社區居民有創意建構社區地區聯合社區的構想。以整體力是解決社區問題促住天母地區之繁榮，本研究就以此構想，建構一系統性問卷，深入測度天毋地區居民的實質需求，以及建構整體性天母社區的必要性。本研究共訪問50位天母地區地方領袖和200 位社區居民，本研究立要如下： 天母地區居民對成立天母社區發展協會有高度的需求。 天母的區最嚴重之問題為交通和犯罪問題，建構系統性交通規劃和整體性守望相助網絡有其高需求。天母地區居民對社會福利服務需求高尤其以老人福利之安養，療養機構和兒童福利的課後輔導，托嬰和托兒有其高需求。 組成天母社區發展協會後，必須強化社區居民參與以及建構高效率的組織運作，充足的經費來源，以及有效爭取政府和其他專業機構的支持，天母社區發展協會的實質發展才能滿足民眾之需求。 透過天母社區發展協會能凝聚社區居民意識型態，建立生命共同體的正確認知，並參與各項實質的社區活動和福利服務，天母地區的持續繁榮和天母地區快速發展的目標，必可達成。

　　　　　Tien-mu area is one of the most prosperous areas of suburban Taipei City, but it also faces some of the most serious social problems. The recidences of the Tien-mu area need to establish a community development association in order to fulfill the needs of the people of the Tien-mu area and to promote the further prosperity of area. The purpose of this study is to findout their needs and the roles of a community development association of the Tien-mu area. Two types of questionnaire were designed to ask the opinion leaders of that area and the also asked ordinary residents 50 opinion leaders were interviewed with in-depth questionnaire and 200 residents were interviewed to identity their needs. The major finding of this study follows: 1.There is a great need to establish an active community development association in the Tien-mu area. 2.The most serious social problems in the Tien-mu area are traffic, crime, and social welfare problems. 3.The active roles of the community development association of the Tien-mu area are based on effective leadership, sufficient funding, government and professional support. 4.Residents high participation becomes the most influential factor to the future development of the Tien-mu community development association and also of the Tien-mu area.
