　　　　　本文重點在檢視東協國家邁向新世紀所面臨的挑戰與發展，以及該如何突破經濟 危機，重建經濟發展，以墊高東協在整個亞太政經社會的地位。本文強調四個部份，一是分 析東協在亞太經濟秩序地位所面臨的挑戰；二是解析東協在亞太政治秩序地位的改變和挑戰 ；三是東協在亞太政經發展策略的調整和因應對策；四是結論和展望，評估東協在新世紀的 展望與出路。
　　　　　The aim of this paper is to analyze the challenges and development of the ASEAN states while entering the era of new century. Also, it is to study how the ASEAN states solve and break through the financial crisis, and recover their economies, in turn, promote their politico-economic status in the Asia-pacific region. There are four crucial parts in this paper. The first is to analyze what challenges the ASEAN states have faced for the changing economic order in the Asia- Pacific. The second is mainly focused upon what problems the ASEAN states have encountered as the Asia-pacific political order has been changing. The third is to check what the ASEAN states are supposed to do, and how they adjust policies and respond for those changes. Finally, conclusion and prospect will be made, especially the forward development of the ASEAN states in 21st century will be evaluated.
