本文主要的目的在於試圖解答研究安全概念約兩個現實問題: 一、從方法論與政策需求的角度觀察,綜合性安全概念的構思在區域適用上的作用何在? 二、該概念在亞太地區廣受認同,是否充分反映今日亞太各國對於國家安全的真實需要? 並針對亞太區域安全概念的演進背景因素與「綜合性安全」概念的涵義進行分析,從而對安 全概念當前在亞太區域的適用性提出一些新義。用以做為未來繼續深入研究此一領域的起點 。 In the post-Cold War era, structural changes in international relations are requiring individual states for broadening the concept of security. Apart from the traditional realist understanding of security concept emphasizing national military perspective, non-military factors have emerged as a pivotal part of the national security agenda. Over the years the concept of security has thus begun to be broadly defined in the Asia-Pacific region. This paper explores the concept of security through a multi-faceted analytical framework and intends to answer two questions regarding the concept of security given the current Asia-Pacific reality. First, in terms of research methodology and policy demands, how exactly can the concept of comprehensive security be operationalized in teims of regional cooperation? Second, the concept of comprehensive security has been widely acknowledged by, regional countries. Does this imply that the concept has accurately expressedthe needs of regional countries for national security?
