論文中文提要:
新竹科學工業園區(簡稱園區),自從民國69年成立後,過去近二十年來,成為世界上高科技產業發展,一個最成功的範例。其良好績效,係由於比較優越的產業發展環境,如完善的基礎設施,策略性投資獎勵誘因,吸引海外華人創業投資的政策,產、官、學、研各界研究發展資源,及廠商卓越的營運策略等各方面績效的整合而來。
過去對園區的特定產業,如積體電路、個人電腦等營運發展的策略或績效,已有多篇研究,但較少涉及討論園區整體高科技產業之營運發展策略。本研究主要探討下列三項內容:
1.園區與台灣高科技產業發展的互動關係。
2.以生產力指標評估園區高科技產業之營運績效。
3.依據園區發展經驗,擬訂高科技產業發展的策略。
本研究透過對園區廠商的深度訪談,相關文獻與個案的彙整及統計資料的分析,就高科技產業發展的資源環境,政府政策與廠商營運策略等三個構面進行探討。先彙整相關文獻理論,作為分析驗證的參考依據,其次綜合園區高科技產業的發展經驗,推論其階段發展的特性因素,並就未來發展提出策略建議。
經由上述研究,推導若干命題,並獲得台灣高科技產業發展推動成功的具體結論為:
1.科學園區之設立,為台灣高科技產業營運發展成功,最重要之因素。
2.電子資訊相關產業的聚集及其分工體系的形成,為台灣高科技產業發展的兩大特色。除吸收海外華人高科技人才回國創業外,並有效促成國際高科技產業資源網路聯結,成立策略聯盟,提升國際地位。
3.高科技產業研發及策略營運的核心為人力資源,生產力、附加價值及獲利率的改善提高,須以專精獨特的競爭優勢,創新機先,成為國際高科技產業中不可或缺的一員。
4.重點選擇產業與產品;規劃階段性發展;發揮產業關聯效果;區域特色平衡發展,為實現「科技島」目標,最重要的途徑。
本研究的驗證推論,可供下列應用:
1.作為台灣未來高科技產業發展規劃之參考。
2.作為建立研究範例及驗證推論基礎。
3.作為高科技產業相關科際整合及資源配置規劃上的參考。

Abstract
Hsinchu Science Park (HSP) has become one of the most successful cases for high technology industry development in the world, during the past two decades since her foundation in 1980. The good operational performance is based on its superior environment than others, such as solid infrastructure, strategic investment incentives, policies to attract overseas Chinese venture businesses and the integration of resources for research and development from government, academy, industry and private sector.
Many researches concerning to operational strategies or performances of specific hi-tech industries, such as IC industry, PC industry etc. are studied in the past, however, lack in the operational development strategy of whole HSP hi-tech industries. The main purposes of this study are as follows:
1.To explore the interaction between HSP and Taiwan hi-tech industry.
2.To evaluate the performance of HSP hi-tech industries in productivity analysis.
3.To propose the development strategy of hi-tech industries according to the experiences of HSP industries.
In this dissertation, the development of hi-tech industries are viewed from the resources environment, government policy and firms operational strategy three aspects, through in-depth interview of HSP industries, summarizing related literature or case studies and analyzing statistical datas. The relevant papers and researches are surveyed first and utilized as the reference of analysis and empirical approaches. The development experiences of HSP hi-tech industries are then reviewed to analyze its characters of the development phases, and the strategies for future development are proposed in the last.
From the above study, some propositions are extended and derived the conclusions as the key success factors in developing Taiwan hi-tech industries are as follows:
1.The establishment of HSP is the most important factor for the success of operation and development of Taiwan hi-tech industries.
2.The clustering of electronics and information (EI) related industries and its disintegration operations are two major driving forces that make HSP¢s autstanding achievement.
3.The returned overseas Chinese hi-tech entrepreneurs, have had greatly contributed to the HSP and development of national hi-tech industries, also strengthen the linkage between Silicon Valley that motivate the worldwide strategic alliance co-opetitive operations.
4.On right potential industry, in phased development planning, with multiplying synergy industrial affeet, the unique core competence are rooted upon R&D and strategic competitive management advantages. The complementary concentrated specialized regional industrial development is one of the neccessary step toward accomplishment of the national "Si-tech Island" development target.
The outcomes of this research can be applied as:
1.The reference for the future development planning of Taiwan hi-tech industries.
2.The basis of typical case study.
3.The reference of integration and its resource allocation of hi-tech related industries.
