The IC industry of Taiwan sprouted in the early 1970s. ITRI
(Industrial Technology Research Institute) / ERSO (Electronics Research and
Service Organization) acquired skills covering all phases of semiconductor
manufacturing, in which was moving from LSI to VLIS, spinning-off private
companies (such as: UMC, TSMC) and entering of private sector in the 1980s.
Now in the 1990s, attention has been shifted to expand the breadth of the
industry. Taiwan is now the No. 4 country of IC manufacturing in the world.
What are the industry related events and factors which influence the evolution
of the Taiwan IC industry? And what''re the KSFs (key success factors) in the
development of the Taiwan IC industry? These issues are the major topics in
the thesis.
Much of happenings of industry development seem to be coincident
with a chain of events in historical perspective. And each event of industry
chains related important elements such as: people, place, object and time.
Thus this research adopts in-depth interview to visit some experts from
industry, government, academy and research institute, and fulfilled one volume
on "The History of Taiwan IC Industry Evolution" as the basis of the
research for the IC industry in Taiwan.
This research based on the important events from the result of in-
depth interview with a questionnaire conducting a wide survey among experts of
industry, government, academy and research institute. The results of this
research indicated the following critical events are well recognized both in
questionnaire survey approach and in-depth interview approach: "the support of
policy maker in government ", "ITRI/ERSO transfers CMOS technology from
RCA", "establishment of Hsinchu Science-based Industry Park", "spin-off UMC"
and "spin-off TSMC".
By surveying important events of Taiwan IC industry, this research
found 17 factors that influence the development of Taiwanese IC industry.
And this research also found that the most critical factor affecting the
development of Taiwan''s IC industry is "Taiwan successfully transfer IC
technology". The other critical factors in sequence by importance are:
"rearing and training the talent of IC, and the modification of related
statutory provision", "the organizational culture of ITRI/ERSO", "IC
technology continually changes and innovates", "government-supported
programs spin-off into private companies" and "the vision of high level
decision officer of government".
The results of survey also indicated that "persistent support of
government in policy and research budget" is the most key successful factor
(KSF) in the past. And the samples generally considered that "technology
import and research" is vital to the development of Taiwan IC industry in
the future. But the role of the government will be shifted from dominant to
assistant.
