題名:台灣成為亞太營運中心之關鍵成功因素:以國際觀光旅館為例

台灣於1994年,由前副總統蕭萬長主導之「發展臺灣成為亞太營運中心計畫」最後沒有成功落實,但經過多年,時空已變,世界經濟成長重心移向亞洲,發展臺灣成為亞太營運中心,仍然是台灣的最佳策略。本研究基於「亞太營運中心」對台灣整體經濟發展之重要性,欲探討亞太營運中心之關鍵成功因素,擬以國際觀光旅館產業為研究對象。
根據統計,近年來台灣觀光業蓬勃發展,預估2016年來台旅客將突破千萬人次。本研究選擇以「服務管理」經濟活動中之「國際觀光產業」為例,以「國際觀光旅館營運中心」為研究範圍,利用文獻分析,歸納出「國際觀光旅館營運中心之關鍵成功因素」,包括總體環境與個體環境兩構面及九項評估指標:政治環境、經濟環境、社會文化環境、科技環境、組織本身、與供應商關係、與中間商關係、顧客關係及競爭者關係。
本研究結果以AHP層級分析法,建立出「國際觀光旅館營運中心」關鍵成功因素之構面及評估指標,求出權重值及重要優先順序。結果顯示,總體環境與個體環境重要性有顯著差別,總體環境重要性明顯高於個體環境,表示對企業來說,總體環境的因素顯然較本身個體環境的管理因素來得重要許多。就評估指標而言,重要性佔前三名的指標分別是,政治環境、經濟環境與社會文化環境。
In this study, we find the two dimensions and nine indicators of the key international tourist hotel operations center success factors, including maro-environment and micro-environment. Evaluation indicators: the political environment, economic environment, social and cultural environment, technological environment, the organization itself, supplier relations and relations with brokers, customer relationship and competitor relationships. This study uses of AHP, the results showed a significant difference in the maro-environment importance of the micro-environment, the importance of the maro-environment was significantly higher than the micro-environment, which means that firms is not the controlling factor is obviously better than the overall environment of their own individual environment many management factors more important. We find that the best three indicators are the political environment, economic environment and the socio-cultural environment.
