題名:瀕危物種保育政策偏好之研究-以台灣淡水魚為例

本研究以台灣淡水魚類為例,主要探討民眾對於瀕危物種保育及復育政策的偏好及願付價值的衡量,首先,採用選擇實驗法( choice experiment)來建構多重屬性之替選方案組合,以「物種」、「瀕危等級」、「經費配置」及「保育經費」作為特徵屬性(attribute),利用mixed logit(MXL)模型評估民眾在政府保育政策規劃之異質性偏好與屬性願付價值;本研究亦進一步透過條件評估法(contingent valuation)來建構虛擬市場,利用二元選擇封閉式詢價模式推估民眾對於復育原生種香魚之願付價值。因此,本研究將分別探討民眾針對政府在瀕危物種的保育所應投入的資源偏好,以及民眾心中對於物種的保育所願意支付金額之偏好進行分析。
研究結果發現,在多重屬性水準衡量下,民眾對於原生種香魚、經費配置為70%復育與30%研究,以及改善物種的瀕危等級等屬性具有正向偏好,尤其受訪民眾認為政府每年應多投入的經費資源以「瀕危等級改善」為最高 (新台幣1,154萬元/年),其次為「原生種香魚」物種(新台幣958萬元/年),再者為「經費配置為70%復育與30%研究」(新台幣663萬元/年)。研究結果間接顯示了民眾對於政府在保育及復育政策規劃上所應投入的資源偏好。至於在復育原生種香魚之願付價值方面,在單界/雙界二元選擇衡量下,推估出民眾每人每年的願付價值介於新台幣642至1,113元,並可推估全台灣民眾之總願付價值約為106億4,108萬元至184億6,660萬元之間。
