本文討論了高等教育提供者的社區參與,以及永續性發展議題。選定台灣的技職大學作為案例研究,個案為一所以醫療技術為主的高等教育提供者,該機構坐落在一個經濟環境多樣性並且具有持續性經濟增長的城市區域內,為我們探索技職教育類型大學的社區參與發展現況與基準評估的範本。
本研究採取「地方、社會資本與學習」國際觀察機構提供的調查工具,樣板內容包含多元化的社區參與程度,在教育、產業和環境永續發展的面向,進行適性化的改編,作為調查項目。指標包含:大學社會責任、永續發展和多元化社區參與的議題,作為本研究的量化資料來源。除此之外,本研究也進行田野調查,偕同專家學者進入政府、社區與高等教育學校的高層,進行核心人員訪談,釐清量化指標的評選標準和查核佐證文件。最後,在研究題材中,也將個案基準評估的結果與其他城市的個案進行比較,做為驗證依據與討論。
本研究發現,作為台灣第一個研究案例,此刻正面臨就學人口衰減的壓力,正積極的朝向社區發展與永續經營做為目標。基準評估結果顯示,個案作為社區內的技職大學,需要更廣泛的社區參與能力;同時,該大學作為在地的社會責任推動者與邁向永續發展的目標,需要投入更多的資源作為實踐,也應該要建立更廣泛的地方連結工作,包含:互惠、提供工作機會、政策制定參與,以及社會責任感的建立與合作,為在地社區參與的各方機構創造共同發展的機會。
This study examined the Community Engagement (CE) and sustainable development of higher education by conducting a case study of a vocational university in Taiwan. Using tools including the activity metrics for a plethora of types of community engagement, the quantitative benchmarking techniques of education, industry, and environmental sustainability, and the issues regarding social responsibility and the Sustainable Development (SD) of this case. The assessment covers 8 areas and a total of 51 items.
This research adopts the survey tool provided by the international observation agency "Place and Social Capital and Learning", and the template content includes a variety of community participation aspects and custom adaptations of investigation aspects. Indicators include: university social responsibility and SD diversity CE issues, as quantitative data sources. As a result of the internal evaluation of the verification agency, this study also carried out fieldwork, entered the high-level government, community and higher education schools, conducted interviews with key personnel, clarified the selection criteria of quantitative indicators, interviewed focus groups, and checked supporting documents. Finally, the results of the case benchmark assessment are compared with cases in other cities as a basis for verification and discussion.
The results show that the evaluation ratings of most of the professional and Higher Education Providers (HEPs) in the case study are consistent with the expert interview results. Moreover, the average ratings are higher than the standard, indicating that the university has achieved significant internal results in the community. However, the findings also suggest that the university should also strengthen its community participation and capacity, because the research data shows that the university administration's motivation to achieve social responsibility and sustainability in the community is below average.
