In this paper, the author discusses both rules and authorities from the viewpoints of man's free wills by quoting the operational concepts of the corresponding Jing(經), Chyuan(權), etc. in traditional Chinese culture. He points out that all authorities are relative, and no unconditional absolute authority exists; that all rules are also relative, and any rule without the supports of reasonable authorities cannot be workable forever. The author also points out that both rules and authorities show their Neo-Confucian duality and interaction of both Yin(陰) and Ying(陽) under the wide scope of Great Ultimate(太極) which is composed of man's free wills. Furthermore, the nice interaction of rules and authorities does need the protective supports of good ethics.
