Recently, the Taiwan area is under the stronger pressure from the natural disaster. The Government, therefore, is try to solve this issue based on the environmental conservation policy and related measures. Meanwhile, the establishment of the “river zone” is become the most important instrument (management). However, few researchers have focused their attention on examining the important legal institutional challenges surrounding this ecosystem-based management. Though the enforcement of this management has much restriction on the private land-use in the “river zone”. This paper is therefore to analyze related issues based on the concept of the "IAD". In addition, the legal institution approach will be used in the analysis. The structure of this paper can be described as follows: first, the "IAD" and the related literatures will be also reviewed, second, some issues will be analyzed on the viewpoint of the “property rights protection”. At last, some important suggestions will be proposed for the Government.
