The article mainly discusses new roles and services of university libraries facing web-based instruction popular in universities. The research investigates the definition, content and features of web-based instruction and how it has influence on the higher education. Distant learners of web-based instruction need more services and resources of university libraries than on-campus students. Under such circumstance, besides supporting teaching, research, outreach, and services, university libraries have new roles and begin participating in teaching of universities. The article elaborates the three new services developed by universities libraries in digital learning environment, that is, providing distance learning library services, implementing web-based information literacy program, and building digital library learning system.
