The study was to analysis the curriculum plan for implementing nine years top-down curriculum program of the third group elementary schools in Taipei. The main objectives were 1 to explore the curriculum development problems of elementary school, 2 to analysis the causes, 3 to propose some suggestions for education department to design and implement curriculum. Within the study, the main method is document analyses and meeting, the data were collected include: school curriculum plans, the result of school curriculum plans review, and meeting records. Some problems about school background analyses, curriculum development organization, vision and aim, time distribution, semester curriculum schedule, school distinguishing feature curriculum, and curriculum evaluation were discussed. Finally, some suggestions were proposed for curriculum design and implementation in the feature.
