In Japan the dual system of the kindergarten and the nursery school has adopted. But, recently in order to improve the decrease of birthrate, “unification of the kindergarten and the nursery school” is promoted. Especially, increasing the quantity of the nursery school is importance policy. Recently, flexible regulation and introduction of commercialization brought the diversification of the nursery school. But, from the point of view that child’s right must be priority, Japanese’s nursery procedure is criticized a cheap policy.
