The interaction between the two sides of the Taiwan Strait has become more and more intensive. Among which the interaction and cooperation of education and culture are of the first priority. Therefore, it is important to study the education status quo of mainland China. Since adult education is one of the important topic in education, it could be a infrastructure of culture and education interaction between the two sides of the Taiwan Strait to study systematically on the adult education issues. This study will focus on the organization management of the adult college education in China mainland. With the result of the research, conclusions and suggestions will be presented as the reference of the college adult education in Taiwan area. The purpose of this study is to explore the adult post-secondary education organization management. Besides of using Documentary Approach and Historical Research Approach, the author has also visited Shanhai, Nanjing and Macao, attending different forums and seminars, intervie3wing scholars and experts relating to adult education, so to understand the related bylaws of the adult education, the administrative organizations and the management of the related college. With the result of the personal observation, the author describes, analyses and discusses about her point of view in five aspects: 1) the evaluation of the adult education administrative organization in China mainland, 2) the related bylaws and regulations of promoting adult post-secondary education, 3) a description of the adult post-secondary education administrative organizations, 4) a discussion of the organization management of the adult education colleges, 5) a brief conclusion of this study which includes the examination of problems and the future expectations. The conclusions of this study are as follow: A. The features of adult education: a. The ways of running a school and educating students are diversified. b. There are special administrative department in charge of the adult education. c. There is a complete system of post-secondary corresponding education management in China mainland. d. The adult education is socialized, amateurish, diversified and aiming to certain goals. B. The management of adult post-secondary education is centralization, lacking of the rights of self-determination and the foundation of laws. These facts make the adult post-secondary education in short of assurance of future development; and breed the following defects and problems: a. The goal and the system of running a school is not clear, so the only is standard is “money”. b. The self-determination of how to run a college has various limitations, so there is no feature of all the adult colleges. c. The innovation of management is still a plan. d. There are too many complicated bylaws and regulations, which cause different standards and different endings. C. Looking towards the future, there are four points need to be improved: a. Establish a smooth and reasonable system of management by establishing precise bylaws. b. Use joint schools system and promote the cooperation and co-management. c. Run the school according to the society’s needs, and pursuing the completeness of the school board. d. Make predication to the needs to human resources, and make complete projects for future development.
