科技藉由數立學習改變我們的生活，圖書館擁有完整資訊資源，可以提升全民知識以與全球競爭。公共圖書館被認為提升民眾的數位終身學習最適當的場所，有責任將新的資訊科技引入圖書館的服 中，尤其在彌補資訊若差方面，扮演重要的角色。公共圖書館的數位學習推動策略包括建置地方文獻文物資料、擴展多元化的數位學習活動、提供圖書館與外界發展合作關係的機會及轉型為社區數位學習中心。

Since technology is increasingly changing our lives though e-learning, the library’s role is becoming an important resource to shape and promote our country’s knowledge-base and to compete in global competition. There is growing recognition that the library is well-suited to delivery technology-driven learning opportunities in the most appropriate way for each learner. The public library takes on a leadership role in finding the best ways to achieve e-learning opportunities by examining the range of options and their importance, as they relate to life long learning and formal and informal learning activities. Access to e-learning through the public library empowers learners to mange the library’s resources and to extend the capability of their own learning potential. Four ways were offered for the public library in its development of e-learning activates. (1) Establishment of the public library as a local document database. (2) Connections and collaboration with any other library, schools, organizations. (3) Educating library patrons to navigate the traditional and online tools and resources. (4) Transforming the public library to become a community digital center.
