Chi-Mei Township is a secondary off-shore island of Penghu County. In 2003, the Department of Health, Executive Yan provided funds for proceeding healthy community building plan in Chi-Mei. At the beginning, the undertaking of the plan focused on surveying residents’ daily habits with regarding health. The survey instrument was questionnaire. Samples were selected based on demographic ratio and interviewed in Chi-Mei. There were 300 questionnaires distributed and 275 questionnaires were valid. The data analysis revealed that the betel quid chewing and smoking prevalence was not serious as compared with other townships in Taiwan. However, the alcohol drinking prevalence in Chi-Mei was more aggravated than others. Although prevention of betel quid chewing, smoking, and alcohol drinking were the primary issues on building healthy community, the planning of how to implement healthy promotion, based on community attributes, which included psychological, physiological, and social domains were important too. Moreover, the study illustrated how researchers implement their strategies on building healthy community in Chi-Mei these two years.
