清代，官府為將示禁之事長久的公告民眾周知，乃有刻石立碑的作法。本文透過「示禁海口章程」內容的分析，參照歷史文獻的記載，探討清代乾隆之際台灣海口的管理，與該碑中所記海口陋規的情形，以釐清此碑所以設置的原因，期能對清代台灣的開發有更深入的了解。

The government of Qing Dynasty set up a stele in order to show the permanent announcement. In this paper, we try to analyze the content of a stele of Taiwan. This stele is "Stele of the prohibitive regulations of the port." Consulting the records of the historical documents, we try to understand the port administration of the early Qing Dynasty, and find out the reason why the government set up this stele. The author sincerely hopes to achieve a better understanding of the development history of Taiwan by the investigations of the theme above.
