改變大專院校的結構與功能已經成為將學術界知識基礎導引至產業界創新來源的重要任務。本論文比較在科技基本法實施之前與實施之後兩段期間，台灣大專院校對於智慧財產管理、運用及與產業界技術連結等方面的表現成果。經由郵寄問卷，本研究調查符合條件之122所大專院校。實證結果顯示，台灣的大專院校對於智慧財產權管理與運用呈現蓬勃發展，並對產學合作研究上呈現積極投入。研究結果亦說明產業界及學術界之間矛盾與目標經濟成果的不確定，都限制台灣大專院校在專利授權與技術移轉上的投入及發展。此外，不同型態的大專院校也影響其產學合作機制的選擇。本論文進一步探討這些結果對於大學管理階層與政府決策制定者的管理與政策意涵。
Changing the structure and function of the universities has become a crucial task to facilitate knowledge flows into new sources of industrial innovation. The preliminary results of intellectual property management, exploitation, and industrial technological links in Taiwanese higher education institutions (HEIs) between the periods of before- and after- Technology and Science Basic Law enactment were compared. Through a post questionnaire survey, 122 HEIs in Taiwan were surveyed. The empirical results demonstrated the burgeoning growth in intellectual property rights (IPR) management and exploitation among HEIs, as well as the HEI-industry research partnerships. The results revealed that conflicting objective and uncertain economic prospect constrain the HEIs in developing technology transferring and licensing. Moreover, the different type of HEIs affected the choice of HEI-industry cooperative mechanism. The implications of these results for university and government policymaker are discussed.
