摘要中小企業一向是台灣經濟發展的基礎原動力，其優點為規模小、靈活度高、彈性大，能夠隨著市場的變化進行快速反應。然而，也正因為規模太小、資源不足，單打獨鬥的中小企業在國際化競爭的壓力下，面對著若是成長的速度不夠快，很快就會被超越取代的困境。經由群聚力量的資源整合，正可以補足個別企業的競爭力缺口，跨越產業與區域界線的限制，串連產業供應鏈上的各環節，強化競爭優勢。本研究以最近政府強力推動的製造業群聚為研究對象，透過成功個案探討進行專責輔導單位的深入訪談並輔以詳細內部資料分析，以探索性研究方法來闡釋「領頭羊」的角色扮演、群聚產業形成原因與企業經營模式之關聯性。研究結果發現：（1）領頭羊必須具有客戶開發能力，擔當群聚溝通及協調等角色；（2）製造服務化為未來群聚產業發展趨勢；（3）成功的群聚發展取決於供應鏈整合效率；（4）群聚具有創造附加價值、創新及交易成本節省等優勢；（5）群聚廠商彼此間存在競合關係，對於競爭力提升有著莫大助益。另外，本研究透過群聚代表廠商對於群聚運作的詳細流程圖，解開以往文獻一直未曾打開的群聚運作黑盒子。

Abstract Small and medium-sized enterprises are the basic catalyst of economic development of Taiwan; its advantage includes such as smaller, flexibility, elasticity and takes the fastreaction as the changing environment. However, within the smaller scale, insufficient resources, small and medium-sized enterprises that face much faster replace rate and higher pressure of internationalized competition. The resources integration crosses the restrictions of the industry and regional boundary, which contact the clustering of industry and supply chain, it can fill the competitiveness gaps of specific enterprises and strengthen competition advantage. This research focus on the clustering of manufacturing industry that the government recent strong promotes , through the succeed cases research, specific responsibility department deeply interview and complement by detailed internal document analysis, using exploratory research methodology to explain the role of " Leader Sheep ", the reasons of clustering and business operation process. Our result(s) indicates that:（1） Leader Sheep must have customer development ability and act role of communicating and coordinating in clusters;（2）Servitization trends in the future manufacturing Industrial Cluster evolution ;（3）Successful clusters development depend(s) on supply chain integration efficiency; （4）Clusters had value creation, innovation and transaction cost saved advantages;（5）The industrial clusters existed Co-Opetition relationships and improved its competitiveness; Additionally, this research demonstrates the detail of clusters operation flow diagram to opened the “Black Box” that the past literature never showed.
