國防經費增長可用來作為衡量一個政權是否擴張軍備的主要指標，且由於國防預算 是文人控制龐大軍事體制的重要手段，國防經費的多寡，某種程度可反映出軍隊政治權 力的大小與威望的高低，亦可用來作為觀察文武互動間的和諧性。 在國防經費變動上，中共文武關係的發展趨勢有：一、提高軍費攏絡向心。二、調 和黨軍共同利益。三、控管軍方財政自主。四、引發亞太地區疑慮。五、預算競爭日益 激烈。 中共逐年提高的國防費透露出在黨軍利益共享的架構下，共軍對於全國預算配置的 影響力有日益增強的趨勢，而胡錦濤為攏絡軍心，在相當程度內仍將迎合軍方加強軍隊 建設的要求。與此同時，中共中央似有意透過法制規範，壓縮共軍財政自主權，實現「以 黨領軍」、「依法治軍」，有效抑制共軍貪瀆之風盛行。

The increase in national defense expense is an important indicator for the measurement of armament expansion of a country. Owing to the national defense budget used by civilians as critical tactics to control the huge military framework, the amount of defense expense may reflect to certain degree the military political power and its prestige as well as an observation of the congenial interaction between civilians and the military. Regarding the fluctuation of national defense expense, five tendencies concerning the Communist’s civil-military relations are: (1) military budget raised to court their commitment; (2) accommodation of the common benefits in the Communist Army; (3) control in the military’s financial autonomy; (4) misgivings about the Asian Pacific Area; and (5) the increasing budget competition. The Mainland China’s increasing defense budget annually indicates that, under the framework of sharing benefits by the party and the Army, the latter have had the tendency of superior influence on the collocation of national budget. Still Hu Gin-tao will to some extent fulfill the Army’s requirements of reinforcing the military structure in order to court their commitment. Meanwhile, the government of the Mainland China appears to constrain the Army’s financial autonomy by means of building legalized rules. By achieving “Party-led military” and “rules-regulated military”, they will restrain the widespread corruption climate in the Communist Army.
