The newly revised "Law of the People's Republic of China on the Protection of Consumer Rights and Interests" in China mainland has added a lot of legal regimes on consumers' protection. Basing on the business operators' civil liability, this essay interprets the new legal regime by explaining the general provisions of business operators' civil liability, business operators' liability for breach of contract, business operators' tort liability and business operators' bearing civil liability, which shows the new contents of this law. Among these new contents, to which we should pay special attention are below: The first, the liability for quality breach of products or services provided by business operators; the second, the provisions of validity of standard terms provided by business operators; the third, adding the provisions of rights of rescission for consumers on remote sales; the forth, adding the provisions of apparent solidarity liability with additional conditions of the internet trading platform; the fifth, business operators' tort liability of the infringement on consumers' private information; the sixth, advertising operators' and releasers' liability of false advertisement; the seventh, weighing the liability of punitive damages; the eighth, the guarantee system of the right of priority on civil compensation liability.
