The data envelopment analysis (DEA) was introduced to measure the managerial performance of Chinese regional economy, FDI and R&D are put in as exogenous variables so as to measure their influence to the production efficiency and the change of productivity for china regional economy. The result shows that, the average score of production efficiency is 0.74 during 1997 to 2012, which means there remains 26% of economical efficiency can be improved. The east is better than the central and western regions. As for the change rate of total factor productivity (TFPCH), the scores are greater than one since 1997, and it keeps ascending. Which shows the increase of productivity but with the middle and western regions slower than eastern areas.
