題名:我國政府災後重建的合理社福角色與風險分擔之實證研究

近年我國政府在進行重大天然災害之復原重建過程中,呈現以政府為主,民間捐款為輔的災後重建協助政策,並藉由災後社會安全網絡的建立,提供災民(災戶)相關社會福利措施。但在個別災害特別條例,多存有不同處理作法與標準。例如家園(住宅)重建部分,九二一震災復原重建,政府透過市場機制,提供低利信貸資金協助民眾家戶重建;而莫拉克風災則為加速執行重建,及避免組合屋後續拆遷問題,採取無償提供永久屋政策,偏向以社會福利角度處理,惟後續衍生資源分配正義等相關爭議。因此在重建復原過程中,如何藉由完善的社會安全網絡,協助弱勢家戶,並避免相關利害關係團體推卸責任承擔,及弱化自我復原能力,應對政府災後復原重建合理社會福利角色與風險分擔體制領域範疇進行深入探究。本研究透過問卷調查的方式,了解民眾對於政府在災後重建之社會福利的角色、風險管理、以及災後自我復原能力的認知,以提供未來政府災後復原重建社會福利政策之具體改善建議。
This research reviewed relevant literature and conducted surveys with the general public, governmental personal, and nonprofit personnel in order to understand their attitudes towards the government's role in providing social welfare benefits to disaster survivors, and their opinions about disaster risk sharing among various actors. This research found that a sustainable disaster recovery strategy must increase the resilience of individuals and communities so that they can adapt to future disasters. However, the central government cannot achieve this goal by itself. Rather, success requires the acknowledgment that disaster risks and responsibilities must be shared among individuals and communities. The role of the central government should be to provide the safety net that protects citizens from failure due to disruptive events and to promote the capacity of impacted individuals to become self-sustaining. Disaster recovery should be a collective action that is carried out by multiple actors, including the government at all jurisdictional levels, nonprofit organizations, private business, individuals and communities. The findings also indicate that, while it is widely accepted that the disaster recovery measures and services should not be carried out by the government agencies alone, there is a need to review current post-disaster recovery policies and to develop a bottom-up decision-making process that engages various actors and enables them to generate survivor-centric disaster recovery measures after disaster events.
