In 2017 the attention of global sports audiences will again focus on Taiwan, since after a struggle of many years our bid for the World University Games (also called the World Universiade) was successful. The next few years will provide an important opportunity for sports policies and mechanisms of change. Taiwan's student athletes have always participated in major international games. The purpose of this paper is how to be organized by 2017 World Universiade. In light of this opportunity for Taiwan's collegiate-level volleyball, a literature review, data analysis and other methods were employed to obtain the following results: a concerted effort should be made to promote volleyball at the grass-roots level, using information media networks to bring information to a wider audience. More importantly, it asserts that the establishment and review of scientific methods for managing the system are the key to the enhancement of players’ performance and achievement. These methods include those applicable to incentive systems and the processes of athlete selection, training, competition, and counseling. Therefore, an important supporting resource can be provided by the establishment of a sports science center that deals with medical nutrition, analysis of science research and management of outstanding athletes. Moreover, an international sports complex that provides perfect facilities during competition is a prerequisite for higher level international sports games, such as the Asian Games Olympics. The domestic literature on the Universiade is slightly insufficient, and research has primarily focused on analysis of competitive tactics, which means the aspects of research into areas such as humanities and social science, economic benefits, marketing management, collection of historical materials and so on could be more intensive in the future. It is convenient to do some practical research with the 2017 Universiade in order to raise the quality and volume of academic research.
