In the past decade, although the hazard rate and the number of serious accidents of firecrackers and fireworks were effectively decreased in Taiwan due to enforcement of Firecrackers and Fireworks Management Act and the related regulations. However, after the enforcement of Firecrackers and Fireworks Act was carried out, there were still 7 cases of serious accidents happened at illegal factories and storage places of firecrackers and fireworks, and joss paper and sticks factories, creating high casualties of 18 deaths and 69 injured, which clearly shows that management of firecrackers and fireworks should be further strengthened. The act only focus on ordinary management and law enforcement on illegal behavior. There is nothing on legal firework factory's management of law enforcement after explosion. Thus, fire bureau can only enforce the law based on limited regulations, and its administrative activity is seriously inspected by the public. The study used administrative law principles and uncertain law concept to try to establish standard operating procedures on legal firework factory's management of law enforcement after explosion.
