The number of the university/college students has increased rapidly in recent years in Taiwan. Nearly two hundred thousand students graduate in a year, which means too much supplement to recruitment market resulted in unemployment rate of high education increasing. In 2010, National Youth Commission in Taiwan published a report about seeking jobs for youth employers, the highest rank is advertisement, 47.50%, and the second is referred by the relatives, friends or teachers, 35.26%. This project implements a manpower recommender system on mobile platform. The teachers find out the appropriate candidates efficiently from E-portfolio of the university, and then recommend them for the industries. The project utilizes E-portfolio to the optimal effect. The employers usually request the professors for providing the appropriate students to hire. This system aims at recommending the suitable graduates and helping the employers to interview the candidates via E-portfolio.
