臺灣地區人口密集，在出生率與平均壽命延長的今天，國民人口老人化。人民生活隨著經濟發展，醫療健保的完善，正是國家提高人民生活水準指標。故因應時勢所趨，近年來國內一些大型安養中心蓬勃發展，更隨著收容病患增多。一旦發生火災，無論內部人員避難疏散或外部進入搶救均十分困難；因此如何強化國內安養中心之消防搶救管理能力實為消防單位一重要之課題。

The baby-blooming generation after World War II of Taiwan has steped into an aging status due to fast economic growth andwell-developed health care insurance system in the past years. The longevity indicates that Taiwanese possess high living standard development; as a result, the growing number of seniors creates huge demands for day-care centers. The more seniors spend their rest of their living in those facilities, the more vulnerable they are if life-threatening disasters such as fire, typhoon or earthquake etc. It is very difficult for the fire-fighters to evaluate the conditions for those seniors under such circumstances, therefore, it is also a life-threatening issue for the fire fighters as they break into the building to locate and rescue those seniors from the accidental scenes safely. Therefore, it's important for the Fire Authorities to establish a fire fighting management strategy for those senior day-care centers.
