八八風災發生後，因撤離時過於分散的安置、訊息混亂以及快速的永久屋政策等因素，導致高雄市桃源區勤和部落的分裂與緊張：有的選擇就地重建、有的遷居至高雄杉林大愛永久屋、有的主張離災不離鄉，遷至距勤和部落30分鐘車程之樂樂段永久屋。至善社會福利基金會的社會工作人員（簡稱至善社工）於八八風災後一年（2010年）開始駐點勤和部落，為了凝聚上述三方部落族人，至善社工乃從兒童課後照顧需求著手，與在地工作者一起展開服務方案。勤和部落於2017年6月1日的雨災再度受創，本文反思敘述至善社工協助勤和部落歷經兩次災害衝擊的災後重建過程，其特性為採取一種以兒童照顧為基礎而推展至服務部落整體的工作方式。

In 2009, Typhoon Morakot brought catastrophic damage to Taiwan. Due to dispersed placements, miscommunications and hasty housing policy moves, people in Qinhe Village in the Taoyuan district of Kaohsiung was divided and bewildered: some decided to reconstruct houses on the same site, others relocated to Da Ai Village in Shanlin district, and still others followed the principle of ＂moving within the village＂ and relocated to another permanent housing in the Lele Section which was 30-minute drive from Qinhe Village. From 2010 (one year after Morakot), social workers from Zhi-Shan Foundation began to provide with on-site support. They embarked on a service program for the need of after school childcare with local community staff in order to rebuild the relationships among the villagers from the divided three abovementioned approaches. However, on 1st June 2017, Qinhe Village suffered again due to heavy rain and flooding. This article depicts and reflects on how social workers from Zhi-Shan Foundation assisted in the reconstruction process in Qinhe Village during these two natural disasters. The strategy of the program gave priority to the childcare services and then extended the support to the whole village.
