本研究旨在探討課後照顧中心對於風險管理之認知與策略建構之歷程。藉由瞭解現行課後照顧服務機構之風險管理認知,釐清課後照顧服務機構之重要風險管理因子,進而探討課後照顧中心建構適切風險管理策略模式之歷程。本研究依照分層隨機抽樣比例原則抽取全國現行課後照顧機構為樣本,抽樣包括北部30 所、中部5 所、南部13 所,共計48 所與發出240 份正式問卷,回收208 份,回收率為86.67%,剔除題項作答不完全之無效問卷5 份,總計有效問卷203 份,有效問卷回收率為84.58%。研究發現,風險基本認知構面之風險有效移轉、具備基本知能;教育訓練認知構面之擴大實施對象;政令規範認知構面之落實風險管理乃為關鍵性認知要素,不僅對課後照顧中心風險管理落實影響深遠,並可據以建構課後照顧中心之有效移轉組織風險損失、提振全員基本風管知能、擴大實施風險管理訓練、主管機關明訂標準原則等四大風險管理策略。最後,依據研究結果提出對照顧教保人員、課後照顧機構、教育主管機關之建議,期使課後照顧中心能發揮預期功能,並提供完善照顧服務與安全學習環境。
The purpose of this study is to explore the cognition of risk management and the formulation of managerial strategy for after-school programs. From the viewpoints of current organizational operations, the critical factors of risk management were identified to devise proper strategies and approaches. This study utilized the stratified random sampling method at ratio scale and selected 48 institutes, including northern, central, southern areas in Taiwan. A total of 240 questionnaires were distributed, 208 were returned, and 203 were valid. After deducting invalid questionnaires, the valid response rate is 84.58%. The results show that risk transfer and risk managerial knowledge in the dimension of risk cognition, extensive training in the dimension of educational instruction, required execution in the dimension of governmental regulation are essential features in the formulation of risk management for after-school programs. They are significantly not only to influence the effect of risk management, but also to develop the foundation of strategy of risk management. Based on the results of this study, suggestions are made for enhancing the operation effectiveness to provide outstanding services and safe learning environment.
