回顧歐洲聯盟的創始與發展歷程，一路走來看似平順無波，然而其實在每一個整合階段的背後都充滿著挑戰與不確定性。現在的歐盟發展也走到另一個十字路口，歐洲各國正遭遇經濟、民主與安全的多重課題待解，而這些課題同時也威脅著歐盟的生存。歐洲領導人與歐洲人民是否具有智慧能夠共同地將問題逐一化解，帶領歐盟前往下一個新的航程，需要他們積極的承擔。

The creation and the development of the EU has never been an easy thing. We find that every stage of the EU integration represents actually plenty of challenges and uncertainties need to be surpassed. EU is at another crossroad while the European countries are now facing economic, democratic and security issues to be solved. The European leaders and their people should devote themselves to lead the EU to another stage by overcoming these problems with wisdom.
