In recent years, Keelung Port faces the competition from Taipei Port, the recession of shipping industry, as well as the government policy in developing its East Wharf into passenger and recreation areas. It needs to consider how to transform the Port's business models in order to overcome the challenges and certain difficulties arising from the decrease of revenues and cargo throughput. Keelung Port also needs certain strategies for improving the business environment, enhancing its competitiveness, in order to introduce new business models and commercial opportunities. Therefore, it is necessary for Keelung Port to explore those strategies to deal with the future business transformation issues, as well as to cope with the relevant challenges. This study is based on the current challenges faced by Keelung Port for developing feasible solutions which can be adopted while doing its business transformation, including those issues of government policy relating to passenger terminal project in its East Wharf, the competition from Taipei Port, the challenges in cruise ship business, and the coordination issues relating to port-city interfaces. This study undertakes literature review, data analysis, SWOT analysis, and expert interviews for exploring those suggestions and feasible solutions connecting with Keelung Port,s business transformation. This study suggests Keelung Port adopt comprehensive planning for cruise Terminals, the enhancement of cooperation among those operators in West Wharf, the encouragement of container transshipment businesses, the development of logistic and passenger services for cruise ships, the flight-cruise business, the improvement of those customs and immigration process for cargoes and passengers, the port-urban planning, the establishment of various communication channels among different players, as well as the deregulation of relevant laws and regulations. It aims to provide reference for competent authorities while undertaking future development plan and organizing business strategies for the Port.
