　　　　　清乾隆五十七年（西元1792年），英國政府派出特使前來中國，希望與中國建立政治關係，將雙方商業交往置基於條約之上，以及建議彼此互派常駐使節。當時中國尚處於一統帝國而非民族國家的型態，不諳國際政治及外交慣例，完全予以拒絕，但仍善待來使。 本文之撰述，其目的在事經兩百年後，用文化的觀點評述其經過及問題的癥結。 @@
