Training can be viewed as a cyclical process which is on-going. Evaluation mustbe an on-going process if training product and performance are to be refined andimproved. The purpose of this article is to evaluate the actual operation of the training system in holistic perspective. Through evaluating process, we want tounderstand the deficiencies of the current training policy and practice in the Central Government of the Republic of China(ROC), and provide some feasiblere commendations.
