It was just after the 1995 Chinese Lunar New Year that "Chiang's Eight Points" created a sensation between Taiwan and Mainland China and hot topics of conversation among Chinese people beside the Taiwan Strait '. "When is the duetime for Chinese people to unite together again? " "Shall we unite under which system? " Since Mainland China opened its door to welcome the people from Taiwan to visit their families, the investment in Mainland China from Taiwan has been rapidly increasing. The power and the economic structures in Mainland China have been critically changed, and strongly impact on the development of democracy and economic interest of the people on the lands beside the Strait. This article places its focus on the analysis of the interlocked reaction between the central and the local governments in Mainland China in the power structure,the conflict results of between centralization and decentralization, as well as anincreasing trend of the weakening state capacity and the rising localism. Fromwhich, it is expected to sketch the developing direction of the power of Mainland China and possibility of the Communists' Power to keep its step up with Taiwan's spontaneously adjusted pace.
