新春剛過，「江八點」就掀起海峽兩岸互動的熱潮。海峽兩岸的中國人將來如何結合?在什麼能制下結合?已成為所有中國人關心的問題。自開放探親後，台商在中國大陸的投資與日俱增，而中國大陸的權力架構與經濟型態更產生關鍵性的變化，快速影響海峽兩岸民主的發展與經濟的利益。本文試圖從權力的角度解析中國大陸中央與地方關係之演變，從集權與分權的矛盾出發，論述國家能力的弱化與地方主義的興起，期能描繪未來可能的發展方向及與台灣同步和平調整的可能性。這個世紀結束前，期盼所有中國人皆能享有自由民主的制度與富足經濟的生活。

　　　　　It was just after the 1995 Chinese Lunar New Year that "Chiang's Eight Points" created a sensation between Taiwan and Mainland China and hot topics of conversation among Chinese people beside the Taiwan Strait '. "When is the duetime for Chinese people to unite together again? " "Shall we unite under which system? " Since Mainland China opened its door to welcome the people from Taiwan to visit their families, the investment in Mainland China from Taiwan has been rapidly increasing. The power and the economic structures in Mainland China have been critically changed, and strongly impact on the development of democracy and economic interest of the people on the lands beside the Strait. This article places its focus on the analysis of the interlocked reaction between the central and the local governments in Mainland China in the power structure,the conflict results of between centralization and decentralization, as well as anincreasing trend of the weakening state capacity and the rising localism. Fromwhich, it is expected to sketch the developing direction of the power of Mainland China and possibility of the Communists' Power to keep its step up with Taiwan's spontaneously adjusted pace. On the verge of the closing 20th century, we pray for all Chinese people that we can live a happy and abundant life under free and democratic systems.
