　　　　　對「資訊社會」的概念及一國文化中的基本信念常是討論國家資訊基礎
建設政策問題之基本假設，對一國資訊政策的走向及結果有深遠的影響。然而，
這些假設常隱而未顯，造成各方在不同基礎上爭論或各說各話。本文從文獻分析
的角度出發，比較說明不同學者提出「資訊社會」概念約五種理論架構及其對資
訊政策的意涵，探討在相關文獻中的主要議題及爭論所在。重要課題包括:資訊
社會的特徵、資訊的本質、資訊科技的角色及衝擊、政府資訊及服務的傳遞。本
文最後以美國政府資訊流通政策為例，說明反映在立法討論中，美國圖書館協會
(ALA)、資訊工業協會(IIA)、及政府各方的基本文化信念如何影響其立法方向及
結果。
　　　　　The concepts of infor-mation society and cultural assump-tions assumed by
different partiesinvolved in the discussion on policyissues of the National
InformationInfrastructure (Nil) have profoundimpacts on the directions and resultsof
national information policies.This paper describes and comparesfive approaches of
understanding theimage of 'information society* andidentifies significant themes
andcontroversies in the information so-ciety literature. The major topicsdiscussed
include; the image of the'information society' (continuity vs.discontinuity), the
assumptions of thenature of 'information' (informationas a commodity vs. public
good), therole and social impacts of informa-tion technology (optimistic view
vs.pessimistic view vs. pluralistic view),the provision and distribution ofgovernment
information and services(tension between public sectors vs. private sectors). The
paper concludeswith a case study that analyzes theunderlying belief structure in
information policy discourse as shownin the discussion and legislation ofthe access to
the US Governmentinformation in the electronic age.
