We are living in the era of "information explosion." To facilitate the circulation and utilization of information, industrialized countries eagerly engage an overhaul of information infrastructures. They want to build an information superhighway through which everyone will have opportunities to access huge amount of learning resources and instruction. Its implementation encourages democratic, individualized, and cooperative learnings. More importantly, it is the most powerful tool to fulfill the ideal of life-long education. To embody the potentials of National Information Infrastructure on education, technologies are suggested to realize the distance instruction. Video conferencing, Email, forum, and on-line discussion are recommended to enhance the effects of teacher-centered instruction. On the other hand, on-line libraries, computer-based courseware, interactive TV, and course-on-demand are suggested to encourage student-centered learning. Educators are reminded to adopt technology only based on the considerations of instructional needs. We expect that NII will help us create a new learning environment which is available to anybody, anytime, and anywhere.
