因應全球網際網路(World Wide Web, WWW)的急速成長，公共行政研究的範圍與資訊的可得性亦隨之無限擴展，如何應用通訊科技於學術發展，不僅是一個實際的問題，並是一個亟需批判思考的議題。本文主要分成五部分來探討，首先公共行政研究逐漸認知到引用 WWW 資訊網路的可行性，但是理論與文獻與實際應用卻存在著相當大的落差。第二，資訊本身雖附有共享性、累積無消耗性、即時擴散性、公平性等特質，但是在於建構WWW資訊資源時，應針對資訊的四個分析概念層次--智慧、知識、資訊、資料--有明確的理解與分析。因公共行政於資訊數位空間中仍未被界定為專門領域的條件限制，現存狀況是資訊數量可得並廣泛分佈，但內容品質相當匱乏。第三，引介搜尋引擎的應用步驟以有效地搜尋相關WWW資訊，焦點仍在於方法不如概念重要。第四，相對科技所產生的網路資訊如何進行學術引述的問題做格式介紹。最後，提供三個實務性的建議與未來期待，包括臺灣學術資訊基礎建設的努力、虛擬期刊的經營、公共行政新舊議題的重新審視。

　　　　　Via the growth of World Wide Web(WWW), the scope and information viability of public administration research have been pushed to the frontier. How to advance public administration with the communication technology becomes not only a practical concern, but also an issue necessary for critique and deliberation. The paper consists of five major sections in discussion. First, theorists are seemingly wary of the utilities of WWW. However, there exists a gap between theoretical publications and practical applications. Secondly, people often appreciate the advantages of information in lack of clear conception, which information shall be constructed orderly into four levels of analysis, that is, wisdom, knowledge, information, and data. Since public administration is not yet categorized in cyberspace, information resources are comprehensive in terms of quantity but not quality. Thirdly, the steps using search engineers are introduced. The matter is still on concepts rather than seeking new kits and methods. Fourth, two different citation formats in WWW are presented. Finally, the author concludes with three pragmatic concerns: efforts of academic infrastructures in Taiwan, visions of virtual journals, and revisiting issues in public administration.
