After seven years of preparation, the Public TV station officially established in July 1st, 1998. Behind the applause are the long existing challenges of old problems. The most bothersome is the financial facet. Other problems include the unclear identity of the station, and the insufficient knowledge and supports from the general public to the public TV service. This article attempts to rejustify the nature and functions of PTV in the current multi-channel environment. The writer believe it will help the public to grasp the evolving concept of the public television. This article also analyzes possible financial resources to find solutions to relief the surviving pressure. Based on the discussion, two strong suggestion are provided. One urges the legislators to cancel the attached item of cutting the government's supporting 10 % per year. By doing so, the PTV may have a survivable base to start. The other one suggests using the radio wave tax to subsidize the PTV. It is a concept of using public goods (radio wave) to serve the public good (public interest). From the worldwide experiences, PTV can only exist and serve the public interest under stable financial supports.
