本文主要針對英國、美國、紐西蘭、澳洲及加拿大等國為範圍，探討這些 國家於過去十多年來重要的學校教育、教育制度與學校管理的改革措施與政 策。本文之目的旨在分析英美各國共同的改革趨勢，以論述對於我國教育發展 政策的啟示。本文的結構分為四部份：首先討論影響英美各國教育改革的重要 理念，諸如市場、分權化及績效責任等；其次論述英美公立學校教育的改革運 動，包括中央經費支助學校與公辦民營學校；第三、分析英國、美國、紐西 蘭、澳洲及加拿大等國的教育制度與學校改革；最後歸納各國的教育改革趨勢 並提出重要的政策啟示，以為臺灣未來訂定教育發展政策的參考。

　　　　　The recent reforms on education among the five English speaking countries, i.e. the USA, UK, New Zealand, Australia, Canada are the main focus of discussion in this paper. The main purpose of this paper is to examine and identify the common trends in educational development among the above countries, and then to draw some policy implications for educational development in Taiwan. To achieve the purpose, this paper is in four sections as follows:first of all, some key concepts behind the reforms on education in the five countries are explained. Secondly, the new types of schools such as the Grant Maintained Schools in Britain and the Charter Schools in the USA that have been introduced into the public school systems in these two countries respectively are explored. Thirdly, the education reforms that have been taking place in the five English speaking countries are examined in detail. Above all, some significant observations about the common trends in education in the countries are concluded and then policy implications for education policy making in Taiwan are made in the final section.
