政治精英是美國頂級智庫取得成功的關鍵因素。文章通過數據統計,總結美國頂級智庫中政治精英的分布規律,發現政治精英雖然所占比例極低,但廣泛分布于智庫董事會并擔任要職。對于該現象的成因,文章采用政策網絡分析工具Muckety進行實證分析,發現在政策網絡語境下,政治精英與智庫之間存在網絡疊加效應和互惠共贏的合作關系。

The political elite is a key factor in the success of the top think tank in the United States. The article summarizes the distribution of political elites in top think tanks of the United States through statistical data,and finds that the political elite,although very low in proportion,is widely distributed in the board of directors of think tanks and holds important positions. For the cause of this phenomenon, this paper uses Muckety, the policy network analysis tool,to explore the cooperative relationship between the political elite and the think tank in the context of the policy network.
