網絡公共論壇是公共領域這一抽象概念的具體化,也是協商民主有待開拓的新型空間。文章以政府機構主辦的"寒山聞鐘論壇"為考察對象,探討第三種網絡公共空間可能具備的公共性特質。研究結果顯示,由政府定制的體制性網絡空間并不具備理想或應然意義上的公共性,但強有力的后臺支撐體系保障了政府對網絡議題的迅速回應,對公共輿論的關注,并引發后續積極的管理政策和措施的推行。另外,民眾以個體身份,"攜帶"私域話語進入網絡公共空間,在特定條件下有可能轉化成公共議題,甚至推動公共論辯,促進政府與民眾以及民眾間的溝通交流。這些實踐層面的特征,體現了這一類型的網絡公共空間具有"威權協商"的民主潛能。
Online public forums are the concrete manifestations of the public sphere; they are also a frontier space to be cultivated for deliberative democracy. This paper is a case-study of the Hanshan Wenzhong Forum, an online forum designed and administered by the municipal government. It discusses the potentials of the publicness of online public spaces of the third kind. This research shows that online governing spaces governed or administered by the government do not possess the ideal and regulatory publicness. However, with a strong backstage supporting system, such online spaces are characterized by government’s quick responses to online discussions, close attentiveness to public opinion, and active policy engagements following online discussions.Further, the research found that net users bring issues of private realm to the online public space, under specific conditions, not only transforming them into public issues, but also inciting public discussions and facilitate dialogues on such issues between the government and the public, as well as among the public.These features together reveal the democratizing potentials that this type of online public space has in enabling"authoritarian deliberation."
